So look how you can do this:

1. Right click on the file for which u want the password protect to be put.
2. Click on, "Add to archive".
3. Then go to Advanced tab.
4. Click on the password....choose any password.
5. If you wanna make it strong, Tick "Encrypt File Names".
   
6. Click OK.
7. A WinRAR file which your file name will be created.
   
8. Next you may delete the original file as u have new compressed it with a password.
